Krose, if you haven't already, call around to the various "medical transport" companies in your area. Have you done this before, use them to take your husband?

Can your husband sit up in a wheelchair for a little while? if yes, there are special cab mini van transporters who bring their own wheelchair, lift the person into said wheelchair. The cab is especially designed mini-van where the wheelchair is rolled into the van from the back of the van. Then you would need to find a wheelchair at the doctor's office to use in the mean time. The cost is very reasonable for these van taxis.

According to the Medicare website, there are a number of situations in which Medicare will pay for transport. Through the PACE program for instance. And here is just one eccerpt from their website. More info at medicaredotgov

Non-emergency ambulance transportation
You may be able to get non-emergency ambulance transportation if such transportation is needed to obtain treatment or diagnose your health condition and the use of any other transportation method could endanger your health.
In some cases, Medicare may cover limited, medically necessary, non-emergency ambulance transportation if you have a written order from your doctor stating that ambulance transportation is necessary due to your medical condition. Even though a situation isn’t an emergency, ambulance transportation may be medically necessary to get you to a hospital or other health facility

I had the same thought, that if this person is bed bound they should be seen and cared for by hospice. With hospice comes regular nursing visits and the nurse has a direct line to the Dr.

No, once they are bed-bound you need visiting nurses or Hospice or both.

Medicare, at least used to, cover part of the expense if it is medically necessary. However, some doctor practices are starting to do house calls maybe because Medicare now is not paying for transport?
