I would think that if he is functioning autistic then any AL that you feel covers his needs is fine. As long as he has the funds to pay for it...

I would start with autismspeaks.org and see what they might have on the subject. There are group homes that might work well for your BIL.

Many private individuals will take in high functioning disabled as a means of earning extra income. Try an ad in your local paper but be sure to check everything out and visit regularly. Your BIL may do better in a family atmosphere. Many senior apartment facilities also accept the disabled of any age but of course there would be no supervision.

How old is your brother in law? Has he received any waiver services? My 22 year old son lives in a Home and Community based program with 24/7 staff. He has 2 room-mates, both around his age and he loves it! It is paid for through Medicaid.
His agency, Mosaic, provides services on an hourly basis also, for those who only need assistance part of the time. They provide payee services, take people to the doctor, transport people to recreational activities and do all kinds of things for people with disabilities.
Some clients live alone and some live with room-mates. They also have some larger "group" homes, but the great thing is their mission is to serve clients with all kinds of disabilities, so they have a lot of expertise. I'm sure autismspeaks.org will be a wonderful resource. I'd love to hear how things turn out for you and your brother in law. Best wishes!

I am curious, do adults with autism who are high functioning, get financial help from the U.S. government to live on a monthly basis?

Leigh Ann go to autismohio.org and look for a group home. Usually there is a waiting list. Usually they will accept his SSDI check to cover his care, and he will have a small amount of personal needs allowance (PNA) money each month.
