I have a condition that makes me buy things and don't remember.I now am not able to pay my large tax bill.

Be sure to go ahead and file the tax return. Include s letter with the return or your bill, to explain your condition. Attach medical verification and ask for a waiver of the penalties based on reasonable cause". If you are turned down, appeal, ask for the help of the Taxpayer Advocates office. Info is in the IRS correspondence. Work out a payment agreement with IRS to pay off your debt over time. If you have income enough to have a large tax bill you should arrange for withholding of taxes directly from the source of your income. Discuss your spending problems with your doctor. Medication may help. If you cannot get this under control, get a trusted person to take over control of your finances. Maybe you need a spending allowance controlled by someone else to keep you out of trouble. In my opinion, from working in IRS collections for well over 20 years, most tax pro lens have an underlying health issue...whether it's ADHD, bi-polar, depression or something else. Most people have done something that a healthy person would not have messed up. I guess that's one of the reasons I support universal health care, preferably with a single payer basis. I'm of the personal opinion that better mental health care would increase tax collection....but then nobody asked me. BTW what appears to be a large tax bill to you may be small potatoes to the IRS. What kind of a repayment plan you can work out can depend on how much you owe. Are you under $25k, over $100k, or ??

Sales tax is typically collected at point of sale, in the USA. Whether it is a pair of shoes, a car or a house. There is typically no tax bill that follows purchases.

Where are you?

If you are talking about income tax, it really has nothing to do with what you buy, but with how much income you earn....earn more, pay more. Income tax can be "pre-paid" you do not have to should not wait till end of year and have a big bill.

I re-read and think I understand. Is your issue a compulsion to buy things you do not need or cannot afford? Or, is your issue that you cannot remember you bought things you need and buy them repeatedly?
