It sounds like all are in danger here. The one being lifted and the one doing the lifting. Time for PT assessment and decisions about whether in home care is still possible. Sorry you are going through this, but as an RN I guarantee you that we ALL retire with "Old Nurse's Back" and it's no fun.

My Mom would fall occasionally. I had to call the EMS a few times. I ended up getting a hoyer lift for my house and it helped me lift her without assistance. It was costly, but worth it.

Like BarbBrooklyn said below, you call 911 and they will send either EMT's or the Fire Dept.(depends where you live)out to help the person up.
And if the person doesn't need to be transferred to the hospital there is no charge for them to come out. I know that's the case in just about all counties in the US, but there may be some exceptions, so you can call the to find out ahead of time.
I know that my local EMT's were a Godsend when my late husband was alive as there was one period when he fell 9 times in 2 months and the EMT's were always very kind when they came out to help him up. And I was never charged because thankfully he never had to be transferred to the hospital.

In NYS, there is a considerable charge when person is not transported to ER. They gave us one courtesy assist with a heads up future visits will be charged and insurance will not cover it.

You call 911 and ask for an emergency lift assist.
