Virginia isn't one of the States paying family who serve as caregivers, but if your mom is Medicaid-eligible, look into the Commonwealth Coordinated Care (CCC) Plus Waiver which allows a patient to self-direct their care. The patient can 'hire' a relative for personal care.

A link to a summary of the program is below; but definitely call Social Services. And if Mom is a veteran or veteran's widow, the Department of Veterans Affairs also has a self-directed care program which you could use. Call the caregiver support line, 855-260-3274
