IN NEED OF HOUSING

Call DMV and ask if they have someone who will come to Dad.

If bedridden, why are you not placing him in a Long term Care facility? If he has no money, Medicaid will probably pay for it.

Speak to the manager at the DMV you are dealing with. Before Covid I had to get a handicap license/sticker for my mother before she became immobile. I was taking her to appointments and she could not walk far. They told me to take a picture of her on my phone. I went to DMV with that picture and her license from NY where we all used to live. Now we are in SC. They issued what I needed. I don't know that all DMV's would be so compliant but try to plead your case but ask to speak to someone with more authority.

DMVs have had to make changes in their operations given the pandemic.    Some may be getting back to normal operations, others...who knows?    I would contact the DMV by phone to learn of the best way to accomplish this, especially since your father is bedridden. 

Michigan has implemented a kiosk system that is now in some grocery stores.  I was able to renew my license plates that way.  You might ask your DMV if they have anything similar.   If your father doesn't need to be present, perhaps you could renew the ID for him.

And be sure to let them know he's bedridden.

Does the application say that DL must not be expired? I would think that since it is a government issued ID with his photo that it should be good to go even though it has expired.

I got an ID for my mom in the past and DMV used her drivers license photo. I would give them a call.

Try Online application. DMV.gov

An expired ID should be okay for an apartment.

However, you don't expect him to live alone or independently if he is bedridden?

Feel free to ask more if you are looking for housing or a facility for your Dad.
