She is a homeowner and often fights with her tenents. She is a landlord and needs to give up that responsibility. She has breathing problems, lives with my brother who works a lot and she is often left alone and does not want a caregiver and she refuses to compromise on any topic.

All I can say is check on her often. My mother has always been so independent and it is difficult for them to let go and receive help. I finally had to move my mom in with me because she couldn't keep meds straight even when I put them in daily dispenser.
I told her it would be easier on me if she moved in because I had to go to her house everyday for year to take meals, because she refused meals on wheels.
Check on her often and explain she is making it harder on you because you lover her and you are worried about her and that we all need help sometime

Who is your Mom's POA and Health Directive?

I suggest having a sit down with your Mom and brother and discuss next steps. You need to be frank. Is she diagnosed with anything? I take it she is mobile?

yes she is walking. Talking to her and my brother is very difficult they both have a 1 track mind and in denial. Thank you for your help, I have to take responsibility and check on her more often. I didn't like visiting her because it made me depressed, I have to be strong and deal with it.

She has no Health directive and she is very unreasonable.
