My parent needs help occasionally at night with care for father. Sometimes she can not lift him out of chair, bed, toilet, etc.

Depending on his strength the proper equipment would help. A Sit-to-Stand or a Hoyer Lift were both a game changer for me. both were provided by Hospice.
If he is in a hospital bed it does help since the height can be adjusted.
If mom can not do this herself even with equipment then hiring an over night caregiver would be the option.
*I would check to find out if he would qualify for Hospice so she could get the equipment and supplies and training.

You will not find on call services for care, not for a lift or transfer.

The closest that you can hope for is the fire department being willing to come lift him. The 1st couple times might be no charge, then it could be +/-150.00 a call.

Sorry, the beginning of this journey is always difficult to navigate and you find out how much you didn't know.
